Primary Care Effectiveness Review
Care for the Homeless's track record for administrative probity and effectiveness was most recently confirmed in January 2000 after a three-day external evaluation known as the Primary Care Effectiveness Review (PCER). The evaluators attested to the excellence of the federally funded Health Care for the Homeless program managed by Care for the Homeless and cited "a strong sense of dedication by the staff, whether Care for the Homeless staff, or staff of the contractors, to the mission of the organization."In addition, the PCER report noted that "notwithstanding the broad geographic scope of the programÉ the project has succeeded in creating a strong cadre of key staff who demonstrate that they embrace the vision and mission of the project."
